Background

Climate change is intensifying extreme weather events such as severe droughts and flash floods, creating an urgent need for a "Sponge Region" approach that strengthens the natural landscape water balance across rural soils and agricultural lands. While Bavaria’s boden:ständig initiative promotes decentralized water retention, practical implementation is often hampered by a lack of objectively recognized evaluation systems to quantitatively demonstrate the hydrological and flood mitigation impacts of these measures. Building on previous research from the SPORE project (Smart Sponge Region Oberfranken), this feasibility study investigates the development of a digital decision support system, the Entscheidungshilfesystem Schwammflur . By combining hydrodynamic modeling, generative AI, the project seeks to establish a standardized framework that connects decentralized rural soil management directly with formal water management and flood protection planning.

Objectives

The primary objective of this feasibility study is to investigate the technical requirements and viability of a digitally based decision-support system, the Entscheidungshilfesystem Schwammflur, which includes the following core components:

·      Conduct market and meta-analyses of existing projects, survey boden:ständig planners, and evaluate development costs to deliver a well-founded requirements specification for a digital decision-support tool.

·      Establish standardized methods (such as STORM surface runoff simulations) to analyze how combinations of measures affect flood protection and water balances, while adapting Hof University's existing strategies (HELIP, SOWIESO) and mobile soil measurement options.

·      Compile a "Sponge Landscape" catalog of best practices, do's and don’ts, and situational guidelines tailored to local land-use feasibility.

·      Accompany the STMELF "Sponge Region" program to collect expert feedback for iterative tool optimization, establishing the foundation to build and test the toolbox in selected municipalities during a subsequent project phase.
