Background

The ITTQ-Water project aims to provide technical qualifications and social preparation for people with a refugee or migrant background who have received technical training in accordance with No. 1.3 of the call for funding for a lateral entry into the water industry.

For many years, the Bavarian water industry has been facing the challenge of a shortage of skilled labour, which will be significantly exacerbated in the next 5-10 years due to the age-related retirement of many skilled workers over 55 years of age. At the same time, there has been a significant decline in the number of first-year students, particularly in engineering degree programmes, and the same applies to apprenticeships and further training (technicians, master craftsmen) in water management. Particularly affected by the shortage of skilled labour are planning engineering offices (especially small and medium-sized companies), which, in view of the challenges posed by climate change, are confronted with increasing enquiries from local authorities and cities on water management issues such as flood protection, dealing with heavy rainfall, dealing with dry periods and groundwater protection in addition to the constant municipal planning tasks. Similarly affected are the planning departments of many production and service companies in the water industry, which are increasingly unable to process the orders they receive on time and in full due to staff shortages in work preparation.

In addition, specialist departments with planning tasks in municipalities and authorities as well as water/wastewater associations are also suffering from the shortage of skilled labour, resulting in delays in approvals. The personnel strategy to date has been aimed at recruiting specialist staff who have been trained in Germany and have completed a technician/master's degree or degree programme or have initial work experience for German companies. At the same time, there is enormous potential among many, mostly young women and men with a refugee and/or migrant background. The "ITTQ Water" qualification programme is intended to enable them to enter the water industry if they fulfil suitable requirements.

Objective

In addition to their previous technical and scientific qualifications, the participants receive sound further training for lateral entry into water management and thus the necessary basic know-how to understand the essential content and processes of water management, to apply them in practice and to be able to transfer them to new tasks. They also gain an insight into the formal and informal processes of German (Bavarian) water organisations and learn the most important building blocks of German technical language.

  • Further training for educated migrants (with unrecognised vocational training) for a successful entry into the German water industry.
  • Mediation of basic technical knowledge and the specialisation Digitisation in water management.
  • High practical relevance through co-operation with regional companies.
  • Promotion of the Integration from Women in this segment.

Who is the course designed for and who benefits from it?

The course is aimed at people with a refugee or migrant background from Bavaria who have already completed a sound technical/engineering/scientific education outside of Germany and are interested in a lateral entry into planning tasks in water management. Together with partners from companies, planning organisations, municipalities/cities and other water management organisations, those interested receive 15 weeks of further training in order to acquire solid basic knowledge for planning tasks in water management and to become valuable employees for the respective organisations in the subsequent on-the-job training.

The course is characterised by cooperation with the water industry, among other things in that partner organisations both actively support the learning modules and are willing to offer course participants a place in the two specialist internships and supervise them. This allows them to get to know the participants personally and possibly find the new employees they are looking for.
